A big “thank you” for all your support, your hard work and your many kind wishes!  I am humbled and honored to have been elected to represent the residents of University City’s Ward 2 for the next four years. 

Congratulations to to Terry Crow on his re-election to the Council from Ward 1 and Arthur Sharpe on his re-election to the Council from Ward 3!  I am really looking forward to working with this Council to bring about the changes you said you wanted to see.

 As I said in the campaign, I want to make University City a better city for us all. In particular, I want an open government where all citizens can take part. Our government can only be as good as citizens want it to be, so I hope to continue hearing your voices and opinions. My door is always open.

Dear Friends & Neighbors,

I am Paulette Carr, a 25-year resident, and I’m running for Ward 2 City Council. It is my goal to make University City an even better city for all its residents. I support well-planned initiatives in economic development, strong and safe neighborhoods and an open and effective government in which all citizens can take part.

As the independent candidate in the race, I am not aligned with any group but focused on important issues and how addressing them appropriately can make University City a better place to live and work. For several years I have been involved in our city government as a citizen.

Some of my efforts include the following:

  • In 2009 I organized and led the effort for the first-ever state audit of University City. The audit has resulted in savings for the City and taxpayers, and provided a roadmap for how the City can improve it operations.
  • Led the effort to oppose a sales tax increase in 2009 and a property tax hike in 2010. Both tax hikes were defeated. It turned out they were not necessary.
  • From 2010 to the present, I have served on the University City Plan Commission. As a member of the Commission, I have been supportive of quality development in the city.
  • Nearly two years ago I established the website,, to better inform citizens and give voice to issues that concern us all.
  • Over the past several years I attended nearly every City Council meeting, frequently addressing City council on issues of interest.

These are challenging times for University City with increased costs and decreased revenue to cover those costs. This means we need to carefully and thoroughly review budgeting and promote economic development. University City must become more business-friendly, encouraging responsible development, while maintaining the quality of our residential neighborhoods.

As your Council Member I will be responsive to any concerns that you have. I bring energy, diligence, common sense and a vision for a thriving, healthy City. I am honest, hardworking and would like to represent you as your Ward 2 Councilmember in University City government.
